## Summary
Enable moderators to approve reports and update facility status.

## Acceptance Criteria
- Mods can view pending reports in a dedicated view.
- Mods can approve/reject with buttons.
- Facility status can be updated by mods.
- Actions are logged.

## Constraints
- Keep admin surface small for v1.
- Use Discord-native components.
- Mobile-first.
